データベースの作成
create database データベース名を使います。
postgres=# create database foo;
CREATE DATABASE
postgres=# \l

(4 rows)またデータベースを一覧するには\lコマンドを使います。fooデータベースができていることが確認できました。
データベースの削除
drop database データーベース名を使います。
postgres=# drop database foo;
DROP DATABASE
postgres=# \l
